v0.21: Project workspaces

Projects now live in workspaces — and every agent and paired phone sees only the workspaces it is meant to.

Highlights

• Workspaces — group your projects into workspaces, and give each agent and paired phone access to only the workspaces it needs.
• Dev Template — better task routing to Coders and clearer Coder instructions, with automatic cleanup for sub-agents and automatic compact for the Epic Manager and Code Reviewer.
• Subscribers — new Terminate Session and Delete Agent actions.
• Agents — the Agents page is now configuration-only: launch, restart, and terminate live in Chat.
• Devices — optional local alias for paired devices, messages from a phone say which device sent them, and logging out no longer resets a phone's access.
• Startup — fixed a Linux startup hang and false timeout caused by slow DNS.
